Treaty Negotiating Team

The Barbados Treaty Negotiating Team (TNT) is the group of experts responsible for the negotiation of Bilateral Investment Treaties (BITs), Double Taxation Agreements (DTAs) and Tax Information Exchange Agreements (TIEAs).

This group of experts is drawn from across Government and the private sector and comprises:

– the Director of International Business as Lead Negotiator

Representatives from:

– the Barbados Revenue Authority;

– the Ministry of Finance and Economic Affairs;

 –  the Ministry of Foreign Affairs and Foreign Trade;

 – the Chief Parliamentary Counsel’s Office;

 – Invest Barbados;

– BIBA

 – Tax Committee of Institute of Chartered Accountants of Barbados;

 – Tax consultants to the Ministry of Industry,  International Business, Commerce and Small Business Development

The TNT’s mandate in addition to its treaty negotiating function includes lending assistance to the Ministry responsible for international business with regard to its treaty negotiating programme.   The Ministry of International Business provides administrative support to the TNT with respect to the organization, and management of meetings as well as providing support before, during and after treaty negotiations, in conjunction with the Ministry of Foreign Affairs.

The TNT was recently expanded to include representatives from ICAB and Invest Barbados. It was felt that global concerns with respect to transparency and automatic exchange of information increased the activities of the TNT and necessitated an expanded team to effectively handle additional matters.
